Yes it is a freeway that already carries a tremendous load of city traffic. Lots of people live out I-59 in Sugarland and beyond and they work in Houston and travel it twice a day. I can't even imagine adding all the truck traffic that this I-69 is supposed to carry to the existing traffic. They are creating a nightmare.

They’ll probably just renumber the outer loop, which is already tolled, to divert the through traffic that way.
