Yes, where’s the seal?
Yeah, states usually stamp their seal when they issue a birth certificate. I don't see any indication of a stamp.
Many states no longer have a raised seal. There is a statment, etc. on the back that it is a certified copy along with a seal image.
I had to get a WA state death certificate for a parent to submit to a source requiring a raised seal. I explained to them this was the current method used by the state. No problems.
