The extra troops helped, but were not the critical part. The same tactics were being employed successfully in Afghanistan without extra numbers. I’m not saying the extra troops were irrelevant, but Shinseki’s huge bump of extra troops were not needed and would not have been in any way the same as the surge.
I would also point out Shinseki wanted hundreds of thousands for Afghanistan. His error there hurt his credibility later.
Only time will tell, ‘cuz Gates didn’t.
