If the tape exists, and if that really is a transcript, then substituting "Why'd he" doesn't go very far. You've got "the white man keeps us down". This isn't about George W. Bush and it's not merely asking "Why'd he" do things.
This is about racial hate speech.

Not possible, you just don’t understand the rules! Michelle Obama is a certified “African-American” woman and as such anything she says about “Whitey” is legitimate comment and cannot ever become “hate speech”. Now if I, a six foot four inch, 275 pound, white haired descendant of the Normans and a heterosexual Southern Baptist NRA and American Legion member, descended from Confederate veterans on both sides to boot were to say that I don’t really care for Michelle’s hair style that would be “racially motivated hate speech”. If the tape exists, and that really is the transcript, people are missing the point entirely. She’s making a PUN when she says “why’d he”. She’s contrasting it with the actual use of “whitey” in the first sentence, “what’s up with whitey? Why’d he ... etc.” See, she’s making a joke! It’s not that she’s saying either “Why’d he” or “Whitey”, she’s saying BOTH.
Read this way, it is really quite a clever play on words. In my opinion, this makes it far more likely that this really does exist. She’s well educated enough to come up with a great rhetorical trick like that.
Oh, and yes, under this interpretation it is an extremely racist statement and if true, this will absolutely sink Obama.
