Dianne Feinstein all oppose 98 out of a concern that it could imperil this state's ability to assure an adequate water supply for the future. the coastal commission is one of the worst offenders in the state when it comes to trampling on private property rights. i hope they are not spending a dime in public money to oppose 99 - that would be illegal.
sadly the 99 forces are winning (lots of money from real estate developers) and 98 is losing. even the initiative process is corrupted by special interest money.
