It’s not like it’s some kind of mystery as to where the gang members are. There is no difficulty finding them. The LAPD knows exactly who they are and where they hang out as well as where all the various territories are which they patrol, commit crimes and enforce their boundaries.
All the other nonsense about tracking bullets, registering guns and anything else are just nonsense to avoid doing what everybody in the gang infested neighborhoods knows needs to be done - sweep up all those gangbangers and put them in jail!!!d They can be put into jail on RICO charges and then deported (since most of them are illegal).
Gangs in LA know they are safe because its a sanctuary city and they have a Mexican running the city so there is little chance that he will turn on Mexico, the Mexican Mafia or La Raza/LULAC/MALDEF and start arresting young latino criminals. It’s not like hardworking lower class latinos in the neighborhoods where the gangsters live wouldn’t be thrilled with the eradication of these gangs. The only people who are unwilling to get rid of them are the elected officials in City Hall and the local ACLU and mexican-interest groups.
