Under the 10th Amendment it would be up to the states to issue age restrictions, just like alcohol.IMO the 10th Amendment was destroyed permanently by Lincoln in 1865.

What do you think was the driving force behind the successful bid to stop Pres Bill's effort at turning the country into an overnight police state using FEMA as the hammer via a secret Executive Order? The Congress got wind before the 90 day review period was up and successfully argued the 10th Amendment to quash the EO.
