I’m sure our liberal friends will be outraged by this, since they always feign outrage at alledged atrocities by our soldiers. Support for the U.N. has now become support for child abuse. What a sick World!

They and other British-based agencies including Plan International, ActionAid and Care said that they supported the Save The Children report's call for a global watchdog to police sex abuse by aid staff.

My favorite latin phrase is "Quis custodiet ipsos custodes?" ("Who will watch the watchers?"). The problem is real, the victims are unspeakably damaged, yet I am unconvinced of the solution. The UN, as we have learned to our sorrow, has more apparatchiks and featherbedders than brains and they are collectively against anyone interfering with their rights and privileged immunities. Adding a watchdog here adds more bureaucrats, more conversation, more secrecy and worse, if effective, reduces the troops (mainly 3rd world) willing to be hired out to wear those blue beanies and drive those virgin white (/sarc) vehicles.

Could we train the troops and aid workers not to rape these helpless and vulnerable. I think that it is possible if you take them from cultures which have strong moral strictures against such activities. Unfortunately, this would be burdensome in that, based upon the ethnicity of many of these reports, a large group of countries would be disqualified. For the enquiring, I suggest the you search for "UN Peacekeeping forces Ivory Coast" and drill down to find what country is providing said troops.

In the same breath, let us admit that this crime has no boundaries in race, religion or even sex. What makes this so horrible is this statement; "Many U.N. agencies and NGOs working here feel they cannot be touched by anyone," said an aid worker in Ivory Coast. Thus the very organization there to help feels a lack of restraint on its actions. Adding another watcher appears to me to be similar to adding another string to Nero's lyre while waching Rome burn.

I don’t think that you can stoop any lower than to rape a six year old. Somebody like that should be tied to a post and then cut off his you know what and let him die in agony, and that would be to good for him.
