I think that she's speaking in general terms that the U.S. citizens who reside in Puerto Rico should eventually, somehow, be allowed to vote in the U.S. Presidential elections, but not quite in the upcoming one.

Even if I reside in Puerto Rico, as a constitutional constructionist, I do not agree with granting the vote in Presidential elections to the U.S. Citizens of Puerto Rico without statehood or a Constitutional amendment.

I agree. What good is the presidential vote for Puerto Rico if the island still would not have adequate representation in the Congress? Statehood is the only answer.
