I grew up hearing "sweetie" and "honey" and "sugar" - and yes, it can be used in a condescending manner, but the inflection of your voice indicates that.

I am guilty of using these terms myself - usually in a nice way - and rarely to offend, but occasionally a "Bless your heart Sugar" does sneak in there.
