I am not a libertarian but I have come to believe that our government's drug policies are creating this problem and many others. (The distortion of our law enforcement effort and the huge, ineffective anti-drug bureaucracy.) by not allowing any legal way of providing drugs to the people who want them. (the only possible exception being Medical Marijuana programs. We have to create a legal, controlled drug distribution system. Prohibition did not work for alcohol and it does not work for drugs.
