What is it with government that it can't grow and shrink with the times? Businesses do it all the time. In fact, some of this is their own doing: failing to regulate the financing of homes at little to no-down created a bubble that has now come back to bite them.

He's asking Wall Street to take it in the shorts if the anticipated revenues don't materialize. (No lender will count future revenue in making a loan decision.) The budget does call for the cut of a $111 million health care program for legal immigrants,........ but continues to fully fund healthcare for illegal immigrants.
