The problem is, I think he DOES "believe" in Iraq, but lacks Bush's larger vision for how to win the WoT. In other words, he's thinking tactically, not strategically.
He's Ambrose Burnside, heading into Fredricksburg, when we need a Ulysses Grant heading to Appomattox.
