Because even though the wells are already in place Production Wells are not in place in ANWR nor have adequate seismic study been completed to know where to drill the wells.

There has been one well drilled in what is ANWR but ostensibly is part of Indian Land and the results from the study done in the late 80's are still confidential. However extensive 3D studies have been done in the areas surrounding ANWR more recently that give rise to the possibility that ANWR is a source for oil that is many times greater original estimates:

The technology exists to easily extract all the oil we could need for a couple hundred years into fields that offer what used to be major obstructions to the extraction process:
OIL LEFT IN THE GROUND. But we lack the WILL to retrieve it because a bunch of bunny hugging commie funded idiots have gained control of both the media and the major parties. We're toast. Accept it and go back to church, 'cause it's almost DONE.
