Saying the ailing economy is putting enough stress on taxpayers, Senate Republican leader Dave Cogdill said Tuesday that Republicans will oppose any tax hikes to bridge California's budget deficit.
Cogdill suggested the deficit, which he pegged at $16 billion for the fiscal year beginning July 1, could be wiped out through service cuts and tapping into the reserves of voter-approved initiatives intended for early childhood education, mental health services and transportation.
Taxpayers already are grappling with "record gas prices (and) food prices going through the roof," Cogdill, R-Modesto, said during a meeting ...
"They're very concerned about their mortgages, and whether or not they're going to be adjusted to a point where they'll join the lengthening line of foreclosures," he said. "To put tax increases on people at this time, it makes absolutely no sense."
Senate President Pro Tem Don Perata, D-Oakland, has suggested expanding the sales tax to include services such as consultants, dry cleaners, lawyers and technology support. And Assembly Speaker-elect Karen Bass, D-Los Angeles, believes the deficit cannot be closed through cuts alone.
Democrats, meanwhile, are likely to oppose Cogdill's suggestion to borrow money from three initiative-created funds: the county-based First Five commissions for children, established by Proposition 10; Proposition 63 to expand mental health services; and the Proposition 42 gas sales tax for transportation purposes.

Gov. Arnold Schwarzenegger has estimated the deficit may reach $20 billion. But Cogdill said that, based on recent tax receipts, he believes the gap is closer to $16 billion. Cogdill said that number could be pared to $8 billion to $10 billion by implementing Schwarzenegger's proposed 10 percent across-the-board cuts.
The deficit, he said, could be trimmed even more by borrowing from some of the roughly $6 billion he estimated are parked in coffers of the three voter-approved initiatives.

I doubt the Pubbies in the Cali Senate are in a position to “rule out” anything. The leftists want only tax hikes; the leftists will get only tax hikes.
It’s the old 2/3rd’s of the Senate needs to approve any tax hikes, they have stopped them before and hopefully can and will do so again.
But we have had a Senator or two crossover before as well.. so your can’t “rule out” anything can’t be ruled out either. ;-)
Cut spending, lower taxes, then we will see some changes. Repeal most of the environmental laws that stifle business and lose revenue and cause businesses to relocate to other states. Give us back our financial freedom and California will once again be a state of milk and honey, but until then we will continue to slide down the long hill into slavery, you know, the slavery known as socialism, AKA communism.

All these people need some kind of documentation and they know where to go for forgeries (apparently the police are not as smart as illegals with a 3rd grade education). They buy identification so that a 16 year old mother can buy alcohol, or they buy a sticker for their car that says it is currently registered. Of course they dont buy insurance, that is why we have so many hit-and-runs. If someone were to actually get in a hit-and-run accident (often here in Tony Villars empire), and noted down the license number, the plates dont match the car. Same with Red Light Cameras.
Used car dealers used to be regulated. Now they just park their cars on the street with For Sale signs on them. You can drive down streets that are exclusively Used Cars for Sale, all with the same phone number. Why have a lot when you have a street.
We have street vendors standing in front o our Elementary Schools without permits. These people dont know anything about hygiene. They go behind bushes to do their business and think nothing about leaving used toilet paper (or newspaper). These people are selling to our kids (not mine, I drive 60 miles a day to prevent this).
Finally, I would like to add to the argument that illegals cant get welfare. They can get welfare if their children are legal.
