At least 40 young men who drowned may have died by far more sinister means — serial killings at the hands of a national gang that revels in murdering young men and leaving smiley-face markings at the scene, a team of retired New York City police detectives and criminal justice investigators said Monday.
They believe the victims, including University of Minnesota student Chris Jenkins and Fordham University student Patrick McNeill, didn't accidentally drown but were actually killed by members of the so-called "Smiley Face Gang," KSTP in St. Paul reported.
A smiley-face symbol was found painted at some of the drowning locations — in Ohio, Pennsylvania, Indiana, Wisconsin and Iowa, they told the station.
"They're telling you here that they're into evil, they're very happy as most serial killers are," retired NYPD Det. Kevin Gannon said to KSTP. "They're content with their work and what they're doing and the fact that they're thwarting the police."
Jenkins' body was discovered in the Mississippi River about four months after he disappeared in 2003. To police, his death looked like an accidental fall after a night of drinking.
McNeill drowned in New York City in 1997, also after bar-hopping.
The task force that formed to solve the crimes believes a national crime network has killed at least 40 men — mostly white college students and 20-somethings, often with high grades and impressive athletic records — in about 10 different states.
The team investigated 89 separate cases dating back a decade and said it had connected 40 of them through a variety of evidence — including matching sets of gang graffiti.

I agree. The book “Ultimate Evil” by Maury Terry mentions groups of satanists across the country communicating in a crime network who commit murders for rituals or for revenge or profit. A very credible and disturbing book.
It wouldn’t seem at all surprising that these deaths are connected and that the police do nothing. After all the police took a naked hysterical boy back down the street and into the arms of Jeffrey Dahmer. They felt it was a lovers spat and that the two would make up without further trouble. Dahmer then raped, tortured and ate his victim.

I think you may be right, and that’s why the detectives won’t say what they think the motive is. Man, I hope they catch the perps and solve these crimes before there are any more victims!
Just rushed through the TV Station links to Minneapolis victims ... the count there is possibly 19 or 20 in that small region. Have you any info on the totals perhaps stretching over into New York state, etc? Also, the killings appear to be going back more than a decade!
During one of the interviews the aspect of torture was brought up. One of the detectives said each “pod” or cell has its own variations and if signs of outward trauma was readily visible then the victim just disappeared. Only the “cleaner” victims went into the water. I am also willing to bet there are trophy videos either to keep people in line or relive the event. Who ever is doing this has some sort of underlying ideology or belief system to insure silence and cooperation among the members. I don't think its gang related in the classical sense ie: (MS13 or Crips). It sounds almost like cult or religion activity. If this develops further it means who ever is doing this is very good.
