OK question, the article reads “sales via "click-throughs" from New York-based Web sites”. Does this mean that if I live outside NY, but use an internet provider in NY I will be charged a NY Sales Tax?

AOL just moved to NY, would this mean all AOL users would pay a NY tax for their purchases?
