LITTLE ROCK, Ark. A Justice Department lawyer says that Whitewater figure Susan McDougal did not provide any legal reason to unseal federal grand jury testimony from the now-closed investigation and that her request should be denied.Justin Shur said in a memorandum filed Tuesday in response to McDougal's petition that the courts have ruled "that continued grand jury secrecy is needed not only due to the immediate effects of disclosure upon a particular grand jury but also the possible consequences upon the functioning of future grand juries."
Shur said McDougal did not provide any recognized exception to the long-standing rule of grand jury secrecy.
