BAGHDAD A Multi-National DivisionBaghdad aerial weapons team killed two criminals in eastern Baghdad April 19.
At approximately 3 a.m., the AWT was conducting an aerial surveillance patrol when the crew saw two criminals with a mortar tube. The AWT engaged the criminals with one hellfire missile and killed the criminals. The mortar tube was also destroyed.
There have been numerous mortar and rockets attacks originating from eastern Baghdad in the past two days.
Our primary mission is to protect the Iraqi people from terrorists and criminals, said Lt. Col. Steve Stover, MND-B and 4th Infantry Division spokesman. This we will do in order to enforce the rule of law in full partnership with the Iraqi Security Forces.

Why would they be described as “criminals” vice terrorists?
If they are Sadar’s Madhi Army they are criminals, if they are al-Qaeda they are terrorists.
Because the MNF's PR people are a little heavy-handed? "Criminals" are people who look out for number one at the cost of everyone else; people who're willing to die for a cause don't exactly fit that description, lawbreakers though they are. "Criminals" is just name-calling.

I have seen a lot of this lately. Maybe someone else has some input on this, but it appears to me that when coalition forces, especially US forces take out a bad guy, the term used is criminals, but when Iraqis are involved, they are referred to as terrorists.
I am not sure why that would be.
