If we have any convictions for statutory rape and I am the judge , there will be no probation , and such long consecutive sentences parole will not be a factor .

Is it fair for the state to turn a blind eye, even condone by their omission of enforcement, to this problem then just throw everyone in jail and destroy these families?

Unless some of the perps turn out to be women. In which case house arrest for three months and a spanking by the judge will do.
I am reminded of the teachers who have been arrested after statchetory rape of male minors.
