I've been in organizations that that would in no way be held as qualified. Matter of fact, most Americans wouldn't ‘qualify’ and yet it was felt it was minimum qualifications. I guess you support decades of hair splitting court cases brought by anti-gunners.
Any citizens is qualified as a citizen. For me this includes felons. The only way and the only organization that control and remove rights and liberties are prisons, by order of a Judge. Other than that, you are free. Free as in no charge or master.
