Carter is clearly in violation of the Logan Act and is probably guilty of treason as well. Unfortunately we no longer posses the political will to do anything about it.

The man is trying desperately to mend a disastrous presidential record, possibly the worst president of all time, with a vain effort to court our enemies with hopes that he will reach a peace agreement where we will forget his past on the merits of this delusional act. The man suffers from dementia and should be stopped with a threat of jail if he continues this nonsense.

So far as I can make out, no one has ever been prosecuted for violating the Logan Act.
Carter's already been accused of breaking this act more than once.
Nancy Pelosi, Jesse Jackson, Jim Wright, Ramsey Clark, Jane Fonda, Richard Nixon, Henry Ford, Stokely Carmichael, Philip Agee, Staughton Lynd, John Kerry, Ross Perot, George McGovern and John Sparkman, and others have also been accused of violating the Logan Act.
But the only indictment under this law was brought in 1803, and prosecutors didn't follow it up with a trial.
