Right. Preemptive detention for all potential "trouble-makers." I suspect that they are building huge new prison camps to house them all.

They will also clean up Beijing. Homeless, vagrants, and other 'eye-sores' will be moved out of the city.

Residents would be encouraged to stay home, preventing them from clogging streets. The place would be sanitized.
