I NEVER thought I'd say this, let alone think it but Bush is as bad as Carter on almost every measure except Defense - And even there he's managed to botch it pretty well. A complete and utter failure that did not meet any of my meager expectations.

I suspect they are “munitions” which means they can’t be exported without a license. I.e. this is an example of espionage, taking a few goodies home to the mother country.

Need more info on this. It appears that they bought them legally. If they can buy them legally what’s the problem with transporting them. If there are technical reasons to keep them secret and we don’t want them end up in the wrong hands why allow them to be sold without permit or offical approval? This story has more to it.

something about the fact that you can’t export internationally without other people knowing (besides just their local Chinese general) in the great US of A. It wasn’t a problem that they were purchased, just that they were sneaking them out of the country without proper export procedures.
