I found another article in English. The story is about illegals and the trouble they have sending their dead back to Mexico. The beginning is about a mother and child that die giving birth.

the article says the Los Angeles Times is now an official State Run Newspaper. Political Officers are ensuring proper content in the newly declared country Of The People’s United Socialist Republic of California or New New Mexico for short.
