I agree with you that it's probably normal naval rotations unless there are ground elements and air assets also on the move. If that's the case, I'd be willing to bet that Tehran is about to do it's famous "parking lot" imitation.

There have been various theories about a strike once the primaries are over. It seems the push is ratcheting up. Petraeus emphasizing Iranian forces directly supporting Mookies forces in Basra. More and more Iranian munitions being found, playing chicken in the persian gulf - etc. If a strike is ordered before Nov, there will need to be a lot of supporting evidence or the Iranians help us out by really stepping on themselves and doing something foolish. And of course there is the Israeli factor, but their political leadership is practically non-existant at the moment.
