Well, the FBI can be stupid, but this is obviously Standard Operating Procedure.
First you say it’s “not related to terrorism,” and then you cover it up.
They don’t want to repeat the mistake they made with the Oklahoma stadium suicide bombing, where first they covered it up and then they said it wasn’t terrorism. By that time, a few doubts had escaped from under the rug.

You mean to tell me you have never driven around your home town with a carload of Middle Eastern Currency and a bomb? I don't know about Iraqi currency but in Los Lunas any car that isn't stolen and doesn't have a bomb in it is going to attract attention.

Ok, here is my theory:
They work for Richardson.
He pays them with some of his Saddam “Oil for food” cash.
Stole the car because theirs broke down, and they didn’t want to be late for work as they are VERY dedicated workers.
They are Rail Runner workers.
Explosives are for the blasting necessary to make the new grade up La Bajada hill.
Pretty simple when you think about it;
Definitely not terror related.
