The President has worked hard to make sure that the money for AIDS victims in Africa does NOT go through the larcenous governments, instead going to the medical groups dealing directly with the victims. Even Time Magazine, in its interview with Bob Geldof admitted that

The problem with this whole process is that our constitution in no way stipulates that American taxpayers via the government should be responsible for disease in other nations. I dont have a problem at all with the private sector or churches giving aid, but this is ridiculous.
Truly, I believe that all liberal politicians, pundits and advocates view themselves in that light.
i give away privately probably 10% or more of what I live on annually
glad I can....but I do it my way and never ask for recognition
but I don't give it to orgs driven by libs and who push for inevitably lib policies which is sadly where most charoities are today
any foundation or not for profit except hardcore Christian ones will in time be run by lefties....they flock to this work like flies to cowpies.
it really comes down to the fact that lefties talk all that love and caring about folks and all but underneath they are mostly just angry, screwed up, poorly raised, unhappy with their gender or skin color, too bright by half assh*les in the purest sense.
sure you may find exceptions but just think about how many times you see all the crap bumperstickers on a car and pull up alongside and you can just feel the anger from them as you glance over.
Wow...if that isn't charity, I don't know what is...(can I have an 'amen' from the congregation?)
The real tight wads were the Gores:
Gores’ Charitable Giving Raises Some Eyebrows - April 15, 1998
... President Al Gore and wife Tipper reported giving $353 to charity, an amount ... including church contributions and Mrs. Gore’s donations of food and clothing to ...

With half of the Goron’s income, our monthly donations to charity that year nearly doubled his yearly contribution. I carried a copy of our charitable donations versus the Goron’s to silence libs who were hot on Gore bach then.
I believe it’s tied directly to our national security. An African continent that is filled with hopelessness is easy prey for those who would manipulate the people into war, especially between tribes, as we’ve seen in the last 30 years since those nations obtained their freedom from nations like Britain and France. Knowing they have a powerful ally, like the US, will help the nations who want to avoid that chaos, by helping their own people be healthier and more productive.
Like Al Gore, who donated a miserly $353 to charity as vice president in 1997, John Kerry may be a serial cheapskate.
During the early 1990s, with no apparent presidential aspirations, Kerry contributed the following amounts:
$0 in 1991;
$820, 1992;
$175, 1993;
$2,039, 1994;
$0, 1995.
Cheap bastards.
Before the internet, they got by with taxing us to give away our money and none or little of theirs.
Their idea of charity is raising our taxes, then spending our money on their causes.

No offense but that sounds like a Carteresque statement. The Africans have many strikes against them. One, they are primarily Muslim, two, they are about as ignorant and illiterate as a people could ever be, third, they have no past history of any respect for any form of leadership. Also, in the UN, the African block continually votes against American interests. These are not allies to the USA.
I don’t believe Africa is yet majority Muslim. There are still many Christians on the continent. Not all of the countries are US allies, but being willing to help them with this devastating illness won’t hurt us at all in their estimation. The President was well received by the African people when he was on his trip.
