It does always seem to be Number 3, doesn't it? Reminds me of the introduction to The Prisoner:

Number 1’s are just figureheads. Number 2’s are the bodyguards. Number 3’s are important - those are the clowns who have to actually get stuff done. Disrupt them and you have lots of confusion.
