In this case, Corsi does a decent job of reporting what was said at the conference, but the thing about the Chatham Rule is carnival-barker material. Your blandishments befit your usual BS. About ten seconds of search time I came up with this description:
Chatham House Rule
"When a meeting, or part thereof, is held under the Chatham House Rule, participants are free to use the information received, but neither the identity nor the affiliation of the speaker(s), nor that of any other participant, may be revealed".
A search of the two literals, "Chatham House Rule" and "Department of State," yields sufficient results to convince me that it is a practice used in official meetings.
