Were Lieutenant Governor David Paterson to assume the governorship, he could find himself quarantined within New York State to avoid ceding power temporarily to Governor Spitzer's arch-rival, the Republican state Senate majority leader, Joseph Bruno.
Because of a quirk in the state's constitution, which does not outline a process for replacing a lieutenant governor who becomes governor, executive power would be granted to the Senate majority leader if the acting governor crossed the state line or became incapacitated.

I really don’t think a quarantine in NYS represents torture.
How do they define incapacitated?
Silly me. I though there might be some old law saying he would be Quarantined because he had sex with a prostitute.

Makes no difference. I’m sure that Paterson is one of those NYers who’s never been outside the city limits.
No vacations for the remainder of his term!
No campaign speeches or fundraising out of state.
No party business/conferences/seminars out of the state.
The guy is an ultra liberal, used to setting parameters on others and not having them set on himself. Maybe that’s not torture, but it is sure to be aggravating.

Oh, yes, a 3 day bash of slashing, trashing and torpedoeing.
Maybe one of the reasons that Spitzer is reluctant to resign, is that his arch-enemy Bruno gets closer to the Governorship.
One of this guy’s first acts will be to allow police to only shoot in order to wound bad guys. He’s been trying to champion a bill, for years, that pretty much forbids police from shooting to kill. He wanted to make a separate category of homicide specifically aimed at LEO’s who kill a perp.
This guy will make Ithaca look conservative.
