With few exceptions Poland has proven to be a bold and unwavering ally in a strategic part of the world. Money well spent IMO.

Kinda late isn't it? We needed to help modernize their military in 1938. Then they needed several squadrons of night bombers, several squadrons of up-to-date fighters, a lot more fake and real airfields, and some asymmetric tactics.

It is about time the US offerred help to Poland - who got stabbed in the back by Roosevelt losing nearly 10 million people during WWII and ensuing years.
They paid the biggest toll during WWII.

I don't think that he explicitly stated that US will modernize Polish army. Sounds more like he stated the fact that there is a need to do so, but didn't make any commitments... at least in my opinion.
