By the standards of Iraq or Israel, it was, in fact, a "small" bomb. Using an appropriate adjective doesn't imply that it's not a bomb or not potentially lethal.
Here's what a "not-small" terrorist bomb does:
When the abortion clinic in the south was attacked a few years ago, the bomb was no more menacing than this one, but I’ll bet you don’t find one reference to it as ‘small’.
What I object to is the overplay with regard to one incident and the downplaying of another.
The recruiting office was not a ‘protected’ target. Thus it’s attack was small. The attack on the clinic was serious and a real threat.
That’s my take on it.
