I don't know about the philosophical ramifications, but the page itself looks like something a web framework or scaffolding would put up in the early stages of development. Looks more like a not-too-diligent developer is in the middle of changing things.

He and his supporters accomplished what they wanted: a continuation of the anti-American import regime. All our manufacturing base are belong to the communists overseas, and we'll continue to appease Iran to keep freight fuel prices down today.
