Nationals and citizens of United States at birth are natural-born citizens. That's all this statute defines. Naturalization cab only apply if you aren't a citizen at birth.

That statute says nothing about naturalization or natural born. I thought I already stated that. You are making the assumption that if he’s a citizen, he’s a natural born or naturalized one. MAYBE that’s true, but this statute doesn’t support it. The statute doesn’t define the constitutional terms.
