If the animals(babies) are in shelters they are spayed or neutered at six to eight weeks.
No animal in California can leave a shelter without being spayed or neutered first.
I want to know what they are going to with all those animals if they become “no kill”.
Huh, no kill sanctuary city but abortion clinics everywhere - the priorities.....

I think a special show should be organized for all of these dogs to compete.
A show of force, in front of City Hall.
They will therefore all be exempt, as having competed in a show, and the mayor might get the message that his gulag might be liberated if he doesn’t back off or resign.
