Finally, I’ve seen someone get off all five rounds and get 5 hits on 5 separate targets at 800 meters in about 10-15 seconds. So it’s more than possible.

Luckily our military, I doubt would enforce such a breach of the Constitution.
I can only see the local police Chiefs as possibly trying to enforce a gun seizure (in certain liberal cities), and they can be overwhelmed if foolish enough to give bad orders....
I doubt any police force in Texas would try it (except maybe for Houston).
