They came here illegally and are not likely to start abiding by the law once they’re here. Telling people they have to have a license to drive is like telling them that a particular area is a gun free zone.
Wait until the rest of us catch on to avoiding the “inconvenience” of acquiring a driver’s license or filing tax returns et al. The govt will rue the day they created all these scofflaws.
