NYPD: Prints, Incriminating Statements Lead To Action.
The NYPD arrested David Tarloff, a "mentally disabled" 39-year-old Queens man, on Saturday for the murder of Upper East Side psychologist Dr. Kathryn Faughey.
Tarloff made incriminating statements during a 35-minute interrogation, but Kelly declined to say he had confessed.
During questioning, Tarloff said he went to the office because Shinbach had him institutionalized in 1991. Tarloff said he planned to rob the psychiatrist and then leave the country with his mother, who's in a nursing home, but until recently had lived with him at the apartment.
"I would keep out of the elevator if I saw him. I was scared of him. I wouldn't go near where he would be," she said. "He used to make terrible noise above us. We had an awful time with him. He was tramping back and forth all hours of the night."

Whats particularly interested about this case, as you can tell from the directions of the reporters questions, are questions relating to law and ethics. It seems that initially police efforts in this case may have been hampered by certain privacy laws, making it a bit more tough for a more efficient and quick investigation to take place.
There are also questions about US penal system, and more importantly mental health system, that have been raised. Apparently David Tarloff has a recorded history of mental instability, his last outburst being violent. Yet, he was let off without perhaps detailed or close enough scrutiny. Is our system overloaded and unable to analyze and accommodate people who need closer evaluation, who should be removed from general society on grounds of being a threat?
While these are questions that can only be properly evaluated in the court of public opinion and by professional scrutiny, it is good to know the NYPD investigation units were able to work in such a professional and thorough fashion. We also extend our condolences and good will to the friends and family of Dr. Kathryn Faughey.
If we had stronger meat cleaver laws—and enforcement, this would never have happened!
If meat cleavers are banned, only criminals will have meat cleavers.
This is actually an issue (believe it or not) in the UK, where there is a movement to ban sharp objects. I wish I were joking.
With the obligatory statement by a neighbor that he was such a nice person who would never do such a thing.
Eeek!
