Fair tax? You must be talking about tariff. It’s the only tax that could be fair.
He wouldn't/couldn't make that statement today, especially after a trip through Wal-Mart. On the other hand, the sales tax that he advocated is as applicable today as it was then.

You must also know that Jefferson was a staunch advocate for governing by the states using the state constitutions and that he was extremely suspicious of the US constitution and it's ability to be used as a tool for government centralization, of which he was also against.
