They ought to design a guard for this. I was thinking of something like a small strip of chain mail that is sewn into the collar of the shirt they wear under their pads. Extend the collar up, a little like a turtle neck, and it could be quite flexible and comfortable but still keep a skate blade from penetrating in a critical area.
How about it Under Armour?

Meat cutters have metal mesh gloves that they wear to prevent slicing their fingers open. Maybe they could make one out of kevlar.

Thats sounds like a good idea. The article states that the NHL instituted neck guards for goalies. I am not sure what they cover as you can regularly see their necks. The only guards I know of are ones to stop pucks from hitting you in the throat.
Last season, Carolina goalie Cam Ward left a game after getting crashed into. No immediate reason was given. John Forslund and Trip Tracie (their TV announcers) later let people know that Cam had taken a skate to the leg and it cut through his equipment and into his thigh muscle.
Skate blades are razor sharp.

They do make a neck guard but players don’t wear them because they are very uncomfortable.
