Aren’t the delegates “split” in California...and how exactly is that determined?

The candidate with the most votes from a congressional district gets a delegate from that district.

So it’s distinctly possible that, say, Nc Vain can win a few districts big, but Romney can win more districts but win them narrowly, leaving McCain the “winner” even though Romney gets more delegates?

And teh media will never understand it.
