Nonbinding votes. You left that part out.

The side that wins the caucuses will be the side that controls the convention that picks the delegates to the national convention. "Nonbinding" is only a disclaimer that keeps the party from penalizing the state for holding caucuses before February 5. Technically, the delegates could change their minds, but most people are not going to change after having gone through the caucus and convention process with their minds set on supporting one candidate.

Sorry, unfamiliar with the process, could you pls elaborate. Are you saying even if Romney wins in Maine, he won’t be awarded those delegates?
