It is important to remember that deviants and perverts are attracted to their potential prey wherever they can find them.
That is, it is not a reflection on a children’s park, or a religion, or the Boy Scouts, that such criminals attempt to infiltrate them.
And often the criminals themselves are in denial about their deviation or perversion, so much so that they pretend to be “More moral than thou”, and the loudest and sternest critics of the condemned behavior.
Firemen long ago learned that when they attend an arson fire, that if some citizen who doesn’t own the property is in their face trying to be helpful, that they are a prime suspect for arson.
The same rule applies to the entire all those catering to parents, teachers, and others who shepherd children. The deviants and perverts hope that somehow they will get exposure or access to potential victims; or at least the reputation of an upright and moral person that they can hide behind while seeking their prey.
