My husband is a Richmonder and his mom still lives there. But the family has always lived in Henrico and Goochland, not the city. Quite a difference.
Same way in Atlanta. The suburbs are fine, but the city proper is a mess. And as you say, it's because they don't WANT to get better. The politicians are "getting theirs" and that's all they care about.
