Only a few states are winner-take-all. In most states, delegates are awarded by Congressional district. California is not one race. California is 53 different district races. If John McCain's support is concentrated in a few districts, he will lose most of the California delegates. The same is true of Illinois and most of the southern states. Originally, Florida was going to award delegates this way, and if Florida had awarded delegates by district, Mitt Romney would have scored nearly as many delegates as McCain did. Undoubtedly, Mr. Romney needs to win many districts, but his winning districts is not an unreasonable hope.

ah so they are not proportional but still based on district. Let’s see what Romney can do but oh boy... he’s the one who could’ve benefited from a Rudy endorsement the most
