I don't remember the reason but I might offer an opinion,FWIW

Maybe J.C. promised not to make congress a life long career.

Another favorite of mine from Okla. was Don Nickles. I miss both.

Probably the same reason Fred Thompson quit the Senate. One can only stand so much sausage making.

Also, he originally promised to serve only two terms. He probably decided that four was enough.

Less than sparkling laundry in some personal financial dealings in real estate in Norman, OK. Not common enough knowledge for indictments or to make his Wiki page but enough for a good political mudball fight...
