I'm guessing the reporter is talking about some sort of fuel slick.

Or some other fluid, like Orange Oil, or hydrolic fluid.

Well, you tell that xenophobic "Old Sea Captain" that it was definitely the dredges' fault. IMHO, Dredges should operate as far out of the ship channel as possible and keep out of the way of global commerce and foreign-flag vessels, crewed by hard-working people of color from foreign lands who are just doing the jobs American seamen will not do.

That OJ containership was on its way to deliver desperately needed Vitamin C-laden drinks to women, children, gays, and members of federally protected minority groups who run a gravely disproportionate risk of scurvy in our cruelly capitalist, racist, homophobic society.
