Okay, you obviously don't understand Northern Virginia. Three inches of snow, and most folks forget how to drive, causing accidents everywhere.
I live in Fairfax and they have canceled school with less than 3 inches of snow many many times. A dusting is enough to send people into a frenzy around here:)
