Please spare me any Cowboy George huff-n-puff-n bravado about how he'd never let that go on, nosireebobonwheels.

That's not my style as far as being a nuclear-Cowboy is concerned.

Has Clinton's doctrine -- which changed our posture so that we would absorb a first strike without retaliating -- ever been rescinded?

Rescinded???

I'm not doubting your word, but I can not comprehend any nuclear power ever abandoning the strategic cornerstone of Mutually Assured Destruction (MAD) that has worked so brilliantly as nuclear deterrence and that the global consensus that you could not survive a nuclear first strike seemed incontrovertible.

So your revelation comes as a shock to me and would greatly appreciate any reference om this subject on which I will proceed to google as soon as I am done with my response.

As far as anyone asking me to venture a guess on what I think the Clinton Doctrine might be, with the way I feel about Bill Clinton I would have to say The Clinton Doctrine is a scholarly treatise on

what is, is.

One day Pres Clinton announced that no nuclear weapons were targeted on the children, that all were targeted on the oceans. Also, a nuclear strike would not necessarily call for a nuclear response. This is history.
